"Ability" is one way to put it, but yes. The one most affected is the one that's common where I'm from, but both have been dampened in some way.

Or that is how I can best think to put it. Tis passing strange.

why do you think one is weaker than the other?

I've been wondering that myself. Funnily enough, I've never been particularly good with the weaker of the two, and the first has to do with my sight.

The only thing I can think of is that too much magic--either of a particular sort or just in general--might end up disrupting this... whatever it is.

perhaps. or perhaps it's simply a way to keep us complacent in a way that is controllable.
