I assume because of the information inside of it.
These... books I have contain information on the gods of my world. As well as instructions on how to arrange for a ritual to commune with them. The book in question was for a method on a ritual for one such god.
However, with things as they are in the city affecting our abilities including spells, I don't know what will happen if the person tries to enact this ritual. Basically, it's a horrible fucking idea all around to try anything. Even if it works as intended, you'd begin an affinity with such gods -- something I strictly never recommend anyone do.
...It isn't worth it.

Then in that case, I believe you're looking for a culprit who is either unaware-- or doesn't care-- about the possible consequences.

I despise doing this, but I might have to have stricter means of tracking who comes by the clinic at this point. Classes included.
